Arrrgh! As I sit here in my office attempting to work, I am fighting the ridiculous major truck noise of road construction just five stories below. Most cities have, what I deem to be a ludicrous policy, of use or lose it when it comes to monies for constructions. You probably know this, but the reason you see perfectly good roads torn up and redone is because if the funds available aren't used by a specific date, they lose them. Crazy, I know.
